Quebec Conference Simulation: October 10-27, 1864
Step 1: Monday, March. 31 and Tuesday, April 1
a) You will divide into 6 colonies that participated in the Quebec Conference in 1864: Canada East, Canada West, Nova Scotia, New Brunswick, Prince Edward Island and Newfoundland.
b) You will choose to be a person from the following: http://www.everything2.com/index.pl?node_id=1542122
(Look under Fathers of Confederation)
c)Prepare a set of notes outlining the colony's strengths and weaknessess (geographic, economic, social) and the benefits and drawbacks of Confederation.
* Remember to try and place yourself in Quebec in 1864... you will be expected to accurately represent your colony.*

Step 2: Tuesday, April.1
a) Take your notes from Step 1 and create a 'balance sheet' for your colony. This organizer will help you negotiate during the conference. As a delegate, your task will be to argue the case on behalf of the needs and interests of your colony.
b) Consider how to divide the governmental areas of control. Assign each area of control to either the federal, provincial or both levels of government. Give reasons for each assignment you make.

Step 3: Wednesday, April.2
a) During this stage, members representing each colony will form new groups and sit around a Conference Table. As a delegate to the conference, your task is to review your position on Confederation with the participants from each of the other colonies. Work together to resolve differences and conflicting demands. Negotiation and compromise are the keys to success here.
b) Once the group has reached a decision on whether or not to join confederation, draw up the division of powers. Some colonies may decide not to join, feeling it is the best interest of their colony to stay out of Confederation at this time.
Step 4: Wednesday, April.2
In your conference groups, compare your decisions on the division of powers with those made by the Father's of Confederation at Quebec.
Step 5: Thursday, April 3
Write a one page summary of your findings and how you worked in a group.
